III. Construction and Operation of Pollution Prevention and Control Facilities
In accordance with the environmental protection “Three Simultaneities” system, at the project approval stage for the plant site, Fujian Environmental Protection Co., Ltd. and Jiangsu Keyida Environmental Technology Co., Ltd. were commissioned to undertake the preliminary design and construction of the plant’s pollution prevention and control facilities. In 2020, all major components of these facilities were completed and put into trial operation; preparations for acceptance are currently underway.
Fujian Liangjingjing New Materials Co., Ltd. employs an air‑flotation plus biochemical A/O process for its wastewater treatment facilities, with a designed treatment capacity of 120 tons per day. Wastewater from the plant is collected via the on‑site sewer network and conveyed to the treatment system; after meeting national standards, it is routed to the Wujiatang Wastewater Treatment Station for further treatment. Since the start of trial operations, the wastewater treatment system has consistently met the plant’s production needs, achieving a 100% compliance rate for effluent discharge. In response to recent environmental protection requirements, Fujian Liangjingjing New Materials Co., Ltd. has installed an automated pollution‑source monitoring system, which comprises online COD analyzers, online pH meters, online ammonia‑nitrogen analyzers, and data acquisition units.
IV. Environmental Impact Assessment of Construction Projects and Other Administrative Permits for Environmental Protection
The Fujian Provincial Petrochemical Industry Design Institute was commissioned in July 2017 to prepare the Environmental Impact Assessment Report for the project of Fujian Liangjingjing New Materials Co., Ltd., which includes an annual production capacity of 6,000 tons of acrylic resin, 50,000 tons of acrylic emulsion, and 100,000 tons of styrene–butadiene latex.
On August 18, 2017, the Nanping Municipal Environmental Protection Bureau issued an approval for the Environmental Impact Assessment Report of Fujian Liangjingjing New Materials Co., Ltd.’s project to produce 6,000 tons per year of acrylic resin, 50,000 tons per year of acrylic emulsion, and 100,000 tons per year of styrene–butadiene latex. The approval was issued under document number: Nan Environmental Protection Review Letter [2017] No. 83.
V. Emergency Response Plan for Sudden Environmental Incidents
Fujian Liangjingjing New Materials Co., Ltd. established its presence in the provincial Jintang Industrial Park in 2016. The company currently operates six automated production lines and specializes in the manufacture of acrylic resins, acrylic emulsions, and styrene–butadiene latex. To address potential sudden environmental incidents and to standardize the company’s emergency management and response procedures, ensuring rapid and effective containment and remediation following an incident, thereby minimizing environmental damage and social impacts and promoting the enterprise’s comprehensive, coordinated, and sustainable development, the company has developed a corresponding emergency preparedness plan for environmental emergencies.
The contingency plan covers the composition and responsibilities of the emergency command center, accident reporting procedures, specific potential hazards associated with sudden environmental incidents (including wastewater, exhaust gases, and noise), corresponding emergency response measures, information dissemination, and post‑incident handling.
VI. Other Environmental Information That Should Be Made Public
I. Waste Gas
The treated exhaust gas is discharged directly through a 15-meter-high stack, resulting in minimal impact on the regional air quality.
Currently, the relevant emission standards have been met.
II. Noise
The primary noise sources within the plant area are workshop fans, large-scale equipment, and water pumps. Currently, the company’s main noise‑reduction measures include installing vibration‑isolating mounts on all operating machinery and strategically arranging high‑noise equipment throughout the workshops.
III. Solid Waste
Currently, the company’s solid waste primarily includes organic resin filter residues, chemical packaging waste, sludge from wastewater treatment plants, spent activated carbon, used lubricating oil, and discarded chemical reagents. These are classified as hazardous waste.
The annual generation of solid waste is approximately 300 tons.
Waste solid disposal method: Entrust the treatment to a qualified entity.
At present, all types of solid waste within the plant premises are properly managed, resulting in minimal impact on the surrounding environment.
